If the black wipes off the glaze only, say so. If it is in the silicone, it is cut out.
Leaving a skin of old silicone gives the new bead nothing sound to hold, and the mould remains.
The joint is dried and filled with sanitary silicone, then tooled.
Keep water off the new bead for 24 hours. That is the minimum cure before a shower, bath, or basin is used again. A fan or an open window after that helps the inhibitor do its job.

The mould is in the body of the silicone. Surface cleaner cannot finish the job.
A surface film on a sound bead may only need cleaning. A split bead needs replacement.

After the visit
Do not bleach the new bead during the first day. After cure, wipe the joint dry and ventilate the room. Bleach on silicone, used constantly, can mark the surface even when the inhibitor is in the product.
Sanitary silicone resists mould better than decorator’s caulk. It still fails if the room never dries or the joint stays under a pool of water. Expect to renew a shower bead when it splits or stains through, often after several years in a ventilated room, sooner in a windowless one.

A mould spray is the DIY for a mark on the surface. It is the wrong tool once the bead is black through. Decorator’s caulk from a painting job has no place in a shower. It shrinks and moulds.
