Toilet base resealing replaces the silicone or seal around the foot of the pan where it meets the floor. Book it when that bead is mouldy, missing, or trapping dirty water. How it is done
A mouldy foot bead and a failed connector are different. We say which one before silicone goes down.
The tired bead is cut away and the floor edge cleaned.
Sanitary silicone is tooled around the pan where it was agreed.
Keep cleaners and pooled water off the new joint for 24 hours.
Symptoms
Mould and limescale sit in a split bead around the foot.
That pattern points at the connector or the cistern joint, which this reseal does not fix.
Silicone on a soft board hides the damage. The board needs to be known before a bead is sold as the repair.

After the visit
Do not flood the floor or spray the foot with bleach for 24 hours. After that, wipe the joint dry. Do not rake it with a knife.
The foot bead is cosmetic and hygienic when the pan is stable and the connector is sound. It is not a structural seal for the soil pipe. If the pan rocks, the new bead will split.
DIY
A thick silicone skirt around a pan is a common DIY. It can hide a connector leak until the ceiling below stains. If the smell is sewage, do not seal the foot and hope.

The visible joint can be finished so the floor is easy to clean. A pan that is completely bottled in silicone can hide a later connector leak. We seal the agreed edges and leave a known leak path if the connector has a history.
